Linda Argo asked me to review and respond your February 25, 2009 inquiry regarding
licensure of Noyes Graphics located at 3155 Highland Place NW.
We have reviewed the information you provided and found, historically, that this activity
has not required licensure.
However, we have not found any Home Occupancy Permit (HOP) for this location which
would be required for this type of activity in a Residential Zone. An investigation has been
scheduled this week. The HOP standards are fairly strict in terms of foot traffic and related activities.
I will keep you apprised of the results of our investigation and the next steps.
Additionally, DCRA is in the process of implementing a new license category, the General Business
License, which was developed and approved to provide regulatory oversight over mainly retail
operations such as this one. We are implementing this license by zip code to manage the volume
and provide timely customer service.
The business and location you have identified are scheduled for compliance by April 30, 2009
